Job vacancy – General Manager of Regional Accounting & IT

Position Overview: 

As the General Manager of Regional Accounting & IT, you will be responsible for overseeing all financial operations, leading the internal audit function, providing strategic guidance on risk management, internal control systems and IT governance within the region. You will play a crucial role in managing financial reporting, budgeting, forecasting, compliance, and risk management. Additionally, you will lead the regional IT teams in providing strategic guidance for IT governance. The ideal candidate should possess a strong background in accounting, auditing, and IT governance, with a proven track record of successfully managing financial operations and ensuring regulatory compliance.

Responsibilities:

1. Financial Management:

  • Develop and implement financial strategies, policies, and procedures to support business goals and objectives.
  • Oversee the preparation of financial statements, reports, and forecasts, ensuring accuracy, timeliness, and compliance with regulatory requirements.
  • Monitor and analyze financial performance, providing insightful recommendations to MD for improvement.
  • Collaborate with the regional finance team to develop and implement financial controls and procedures to safeguard company assets.
  • Implement internal controls and risk management processes to safeguard company assets and ensure compliance with financial regulations and laws.
  • Develop and implement a comprehensive internal audit program for the region, including risk assessment, audit planning, and execution.
  • Conduct regular audits of financial processes, controls, and systems to identify weaknesses, inefficiencies, and potential fraud.
  • Implement accounting & finance policy following the direction of group company.
  • Consolidate data concerned among the affiliates in this region.
  • Provide guidance and support to regional finance teams on accounting standards, policies, and procedures.

2. Regional IT Governance:

  • Define and implement IT governance frameworks, policies, and procedures to ensure the effective and secure use of information technology.
  • Assess and manage IT risks and vulnerabilities, including cybersecurity threats and data privacy concerns.
  • Collaborate with IT teams to establish and enforce IT controls, standards, and best practices.
  • Conduct periodic IT audits to evaluate the effectiveness of IT controls and compliance with standards.
  • Provide guidance and support for IT-related projects, including system implementations, upgrades, and data migrations.
  • Develop and execute the regional IT strategy aligned with business objectives, ensuring technology solutions meet regional requirements.
  • Lead regional IT teams in providing technical assistance to end-users, troubleshooting issues, and resolving escalated problems.
  • Evaluate emerging technologies and recommend enhancements or upgrades to optimize regional IT systems and processes.
  • Develop and enforce IT policies and procedures specific to regional operations, ensuring adherence to security protocols, data privacy regulations, and the best practices.
  • Provide oversight that processes, tools and technologies are operating effectively to mitigate risks on data management related.
  • Collaborates with IT teams in affiliate companies and take the regional leading role in Regional initiatives related to systems, security awareness and compliance.

3. Leadership and Team Management:

  • Provide effective leadership, mentorship, and guidance to the regional accounting and IT teams, fostering a positive and collaborative work environment.
  • Set performance goals and objectives for team members, conducting regular performance evaluations, and providing constructive feedback.
  • Foster a culture of continuous challenge and operational excellence within the regional accounting and IT departments.

4. Stakeholder Collaboration:

  • Collaborate with cross-functional teams, including Legal, HR&GA, EHS and management team, to support business initiatives at the regional level.
  • Providing financial insights, regional IT recommendations, and participating in strategic decision-making processes.
  • Build and maintain relationships with regional stakeholders, such as local finance teams, regional managers, and external service providers.

5. Other related jobs as assigned.

Qualifications:

  • Bachelor’s degree in Finance, Accounting, Economics, Information Technology, or a related field. Master’s degree preferred.
  • Proven experience (20+ years) in financial management, internal auditing, and IT leadership roles.
  • Strong understanding of accounting principles, financial reporting standards, and regulatory compliance.
  • Comprehensive knowledge of IT infrastructure, systems, software, and emerging technologies.
  • Experience in managing regional IT and Financial/Accounting operations , preferably in a multi-location environment.
  • Proficient in financial analysis, budgeting, forecasting, and risk management.
  • Excellent leadership skills with the ability to inspire and motivate teams.
  • Strong communication and interpersonal skills to collaborate effectively with stakeholders at all levels.
  • Familiarity with relevant software and tools, such as accounting software, and network security protocols.
